Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

This position is being filled under the Expedited Hiring Authority for Shortage Category and/or Critical Need Health Care Occupations.

About the Position:

This position is located at Fort Huachuca, AZ. Fort Huachuca is located in Sierra Vista in Cochise County, in southeast Arizona, about 15 miles north of the border with Mexico. Sierra Vista enjoys an average year-round temperature of 74 degrees. A small community, with many amenities you would find in a larger city. Within a short driving distance are the mining towns of Bisbee and Tombstone, the "Town Too Tough to Die."; In addition to local and Tucson stores, shoppers also frequent Nogales, Naco, and Agua Prieta, Mexico, all within an hour-and-a-half drive from the post.

  • Provide diagnosis, management, and treatment of all patients that are within the scope of optometric practice and credentials.
  • Treat pathology and injuries of the eye and adnexa using therapeutic drugs.
  • Use knowledge and understanding of advanced optometric procedures and instrumentation techniques and their applications in the detection and treatment of unusual visual deficiencies.
  • Serve as a Visual Conservation Officer performing a variety of duties dealing with eye protection and eye injuries of service members and civilian workers.

Degree: A Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education (ACOE) at the time the degree was obtained.

Licensure: Applicants must have received a passing score on the National Board of Examiners in Optometry (NEBO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Residency: One year completion of a residency program in an institution accredited for such training


Experience: One year of professional experience as an optometrist which includes examining and treating patients with visual disorders and/or diseases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
